Our Mission

The Wisconsin Coalition for Cannabis Reform is dedicated to advancing evidence-based cannabis policy that prioritizes public health, economic opportunity, and criminal justice reform.

We believe that Wisconsin deserves a regulated cannabis market that protects consumers, generates tax revenue for essential services, creates jobs, and ends the failed prohibition that has disproportionately harmed communities of color.

WCCR is working across the state of Wisconsin to end prohibition and create a regulated cannabis market that protects consumers, generates tax revenue for essential services, creates jobs, and ends the failed prohibition that has disproportionately harmed communities of color.

Four Pillars of Reform

Building a safer, stronger Wisconsin through smart regulation

Wisconsin’s comprehensive cannabis framework delivers proven outcomes: protected public health, thriving local economies, restored justice, and safer communities. Our evidence-based approach creates a regulated market with tested products, clear labeling, and strict age verification—keeping cannabis away from kids while generating revenue for essential services.

Public Health & Safety

Why It Matters:

Regulation replaces the illicit market with tested, labeled products.

Our Approach:
  • Mandate comprehensive testing for contaminants, potency, & purity
  • Require child-resistant packaging and clear warning labels
  • Fund prevention programs with 15% of tax revenue
The Facts:

States with Regulated markets see 25% fewer poison control calls than prohibition states (journal of Medical Toxicology, 2024).

Local Impact:

Every Wisconsin county gets dedicated funding for substance abuse prevention.

Economy & Job Creation

Why It Matters:

Cannabis creates good-paying jobs and generates tax revenue without raising taxes on families. Small businesses and farmers gain new opportunities in a growing industry.

Our Approach:
  • Issue licenses for cultivation, processing, retail, & testing
  • Reserve 30% of licenses for small businesses and social equity applicants
  • Allow existing farmers to diversify with Cannabis cultivation
The Facts:

IL generated $417 Million in Cannabis tax revenue in 2023, funding schools and infrastructure (IL Dept of Revenue, 2024).

Local Impact:

Rural communities gain agricultural opportunities: main streets see increased foot traffic.

Youth Prevention & Education

Why It Matters:

Legalization doesn't mean access for minors. Smart regulation keeps cannabis away from youth better than prohibition while funding prevention programs that work.

Our Approach:
  • Set purchase age at 21 with ID verification requirements
  • Ban advertising targeting youth and near schools
  • Fund evidence-based prevention curricula in every school district
The Facts:

Teen cannabis use decreased by 12% in Colorado after legalization with regulated age limits (Colorado Department of Public Health, 2023).

Local Impact:

Schools receive prevention funding; parents get resources to talk with kids about substances.

Criminal Justice Reform

Why It Matters:

Prohibition wastes police resources and destroys lives over a substance safer than alcohol. Automatic expungement repairs past harms to increase focus on serious crimes.

Our Approach:
  • Expunge records for THC possession under 2 ounces
  • Prohibit discrimination based on past convictions
  • Invest 25% of tax revenue in areas harmed by prohibition
The Facts:

Wisconsin arrests 15,000 people annually for Cannabis, costing taxpayers $50million (Wisconsin Department of Justice, 2023).

Local Impact:

Families reunite, workers regain employment eligibility, and communities heal.
